The principle concept of the project is guided by the idea of creating a social, economic and cultural center for the surrounding community.  The approach is based on an integrated design and planning philosophy that balances functional requirements with the needs of the social fabric of the community, resulting in a new community center that responds to social and environmental responsibilities such as pedestrian access, renewable energy strategies, and extensive landscaping.

The internal circulation diagram is derived from an oval: a series of gentle arcs guide guests through both levels of the center, revealing "rooms" at transitional points within the plan.  Varying arcs, widths of spaces, and most importantly, the modulation of light as it is gently guided through the unique ceiling architecture of each leg of arc, adds to the richness of the experience, encouraging guests to continue their journey fully through the center.
